The Saudi Bar Association and the General Authority of Civil Aviation organized a workshop to introduce air law and the ICAO organization, which was attended by Eng. Al-Rouqi is a member of the Lawyers Committee in Makkah Al-Mukarramah Region.
The workshop dealt with the development of air law since the attempts of Abbas Ibn Firnas to fly in 875 AD, as well as the history of aviation in the Kingdom of Saudi Arabia (the Dakota) 1945 AD. It was the plane of the founder King Abdulaziz bin Abdul Rahman Al Saud (may God have mercy on him), and it was the first plane in the Kingdom that was gifted to him by the President of the United States (Roosevelt), the nucleus of civil aviation in the Kingdom.
The concept of air law has been defined, which regulates air navigation and the legal relations arising from it, whether they are related to the aircraft or the elements of air navigation and its devices in peacetime, whose provisions revolve either around the aircraft or around the environment in which it operates. The workshop dealt with a range of topics covered by the law, including the transport of passengers and goods, airport rules, air transport contracts, flight regulation, air collision issues, air navigation elements in the aircraft and its official documents, aircraft personnel, ground assistants and airports.
The workshop also focused on the characteristics of air law, its importance and contracts, as well as the legislative sources of the law. It also referred to the civil aviation system in the Kingdom of Saudi Arabia, which was issued by Royal Decree No. M / 44 on 7/18/1429 AH.
The workshop touched on the history and procedures of litigation inside and outside the Kingdom of Saudi Arabia and the development of its procedures. It also highlighted various international conventions and treaties, including the Tokyo 1963 Convention, The Hague 1970, Montreal 1971, Warsaw 1929 and Chicago 1944.
Among what Eng. Saud Ali Hashim presented was a working paper that contained a definition of the international community as a unit that includes different societies and the extent of their interdependence and objectives, and a definition of civil aviation agreements, including the Chicago Agreement, and the relationship between ICAO and the United Nations, explaining the most important achievements of the pioneers specialized in air law before the Chicago Convention of 1944, The method of work of the ICAO organization and its council and the procedures for dealing with it.
For his part, lawyer Mazen bin Abdul Wahhab Kurdi confirmed that this forum is one of the rarest forums that receives light and deals with the issue of air transport law in the Kingdom of Saudi Arabia and a beginning to study the air law system in the Kingdom, expressing his happiness with the participation of Eng.
